What Is the PPWR?
The Packaging and Packaging Waste Regulation (PPWR) is a landmark EU regulation aimed at tackling the environmental impact of packaging. Adopted by the European Parliament in April 2024, the PPWR is expected to come into effect in late 2025 or early 2026. It applies to all packaging placed on the EU market, including exports from non-EU countries like the UK.
The regulation sets stringent targets and bans to encourage a transition toward a circular economy, ensuring packaging is designed for recyclability, incorporates recycled content, and supports reusable systems.
Why Is the PPWR Important?
By promoting sustainable practices, the PPWR aims to reduce waste, conserve resources, and lower greenhouse gas emissions. For businesses, aligning with the PPWR is not just a legal obligation – it’s an opportunity to demonstrate commitment to environmental stewardship and appeal to eco-conscious consumers.
Key Provisions of the PPWR:
- Recyclability:
- All packaging must be recyclable through standard recycling streams, with minimal exceptions.
- Composite materials that hinder recycling processes are being targeted, emphasising the need for mono-material solutions.
- PCR Content Requirements:
- By 2030, plastic packaging must contain at least 30% Post-Consumer Recycled (PCR) content. This target increases to 50% by 2040.
- Packaging Bans:
- The regulation bans certain single-use plastic packaging formats, including collation films, plastic nets, and individual portion packaging in the HORECA sector.
- Reuse Targets:
- Member states must implement systems to increase the reuse of packaging, particularly in sectors like beverages.
How Will This Impact Businesses?
For companies exporting to the EU, the PPWR presents both challenges and opportunities:
- Design Innovations: Businesses will need to focus on packaging to meet recyclability and PCR requirements.
- Supply Chain Adjustments: The demand for high-quality recycled materials will rise, increasing competition and potentially costs.
- Competitive Advantage: Early adopters of sustainable practices can position themselves as industry leaders.
